A unified voice is critical if Hampshire wants to stand out and secure a devolution deal amidst the post-Brexit, post-pandemic economy, according to a new report from law firm Paris Smith.

The whitepaper, titled ‘Unlocking Hampshire’s Potential’, draws on insights from local stakeholders. It emphasizes collaboration and balance to attract investment, while tackling inequality.
External forces mean complacency is not an option, the report warns. The recent drive towards devolution in the UK presents Hampshire with an opportunity to shape its narrative and attract public and private sector investment. However, it trails behind other regions in establishing a cohesive identity.
According to the report, devolved powers in other UK regions have shown potential benefits under visionary mayoral leadership.
The report advocates lobbying to promote Hampshire’s assets, while also emphasizing the need to address pockets of deprivation. A key priority cited is redressing the imbalance of public funds between the North and South through a campaign focused on Hampshire’s strong return on investment.
Uniting stakeholders behind strategic priorities will help achieve progress on transport, skills, niche sectors, culture and more, the report urges. In the absence of devolution, a lobbying group could promote Hampshire as the UK’s “Southern Gateway” both domestically and abroad.
Long-term planning is needed to ensure infrastructure supports the Solent Freeport zone, the report states, with businesses providing high-skill STEM jobs.
Investment into housing, retail and other infrastructure would make Hampshire a more attractive destination, the report states. Developing industry hubs in maritime, transport and green technology is also recommended.
Gaps in skills and education need addressing through STEM programs and collaboration between businesses and schools on curriculums, according to the report.
A unified approach to tourism and lifestyle is urged, to retain cruise passengers and appeal to high-value workers.
The University of Southampton’s Mark E. Smith is quoted as saying collaboration is key: “That is what we’re trying to get across: bringing everything together and creating a holistic view of all the great things the region has to offer and bringing a common narrative.”

Ross McNally, Hampshire Chamber chair, is quoted: “We’re all looking at the same mountain but from different perspectives. Just think how powerful it would be if we could all work together.”
The report’s key recommendation is that Hampshire should aim for devolution, which would provide central leadership through a strong mayoral office and unified infrastructure, raising Hampshire’s profile externally while enabling internal progress.
